Key Issue

Larkspur fulfilled its promise to use MTC's $480K to do a planning study.
The results show this project is harmful for citizens of Larkspur and residents of Marin and will further urbanize Marin.
The only appropriate conclusion for the PC and CC to fulfill their obligation to protect the safety, wellbeing,  and quality of life of their constituents in Marin (in contrast to the interests of developers) is to
reject the DEIR and vote "No Project."

Issues

1. This project is NOT required to fulfill housing quotas and is not intended to be affordable. The only suitable CC decision: No project.

2. The EIR itself says, "Implementation of the Station Area Plan could result in GHG emissions that would have a significant impact and cumulatively contribute to global climate change." The only suitable CC decision: The Plan fails to satisfy its CEQA requirements. No Project.

3. The DEIR does not provide an adequate range of options in the project alternatives. The plan proposes 920 units. The 2nd alternative, proposes 620 units (3.5 Wincups); and the 3rd alternative in the EIR proposes 560 units (3 Wincups). The only suitable CC decision: The Plan fails to satisfy its CEQA requirements. No Project.

4. Proposed mitigation measures are insufficient to address increased traffic. Research shows a housing unit generates 6.7 trips/day or an additional 6,000 car trips daily to Sir Francis Drake and Hwy 101. The only suitable response: The Plan fails to satisfy its CEQA requirements. No project.

5. The plan will add 77,500 sqf of new retail space. The 2nd and 3rd alternatives both propose a reduction to 75,000, only 2,500 sqf. There is no demonstrated market demand for any of this additional space. These are inadequate alternatives; barely offering any alternative at all. CEQA requires that any Plan develop a full range of reasonable alternatives, including "no project." The only suitable response: No Project.

6. The Larkspur SAP proposes to build a 60,000 sqf hotel on a site plagued with toxins and no alternative is proposed. CEQA requires that any Plan develop a full range of reasonable alternatives, including "no project." The only suitable response: The Plan fails to satisfy its CEQA requirements. No Project.

7. Health, safety and welfare (toxic fumes from congestion, destroying ease of movement, destruction of aesthetics, building on a toxic site, etc.) are all compromised by this plan, not only for the residents of Larkspur, but for residents throughout Marin. The only suitable response: No Project until such time as a full, specific EIR can be done on the subject site and all significant negative impacts can be proven to be mitigated by a new plan.

8. Senate Bill 610 requires a Water Assessment covering a 20-year period for any project of 500 or more cumulative residential units. Without a thorough Water Assessment by MMWD, the only suitable response: The Plan fails under the provisions of SB610. No Project or delay and rewrite the DEIR at such time as there is a proper water assessment.

 

We all have a key role in the future of Marin.
Join others to demonstrate that the only decision that the majority of Larkspur residents  and Marin citizens support is "No Project."
